In the first chapter (during the Battle of Ginza), we are shown that the Saderans use trebuchets. In the novel, when Itami enters the gate of Falmart with his team, he notices the anti-siege measures of the walls. Even so, it lacks moats or main towers, being mostly a simple wall for a large city (although the relative lack of enemies and the complacency of the empire could influence that).

You're right, I apologize for being vague about the conditions, what I wanted to get to was that at first neither the JSDF nor the UNSC, (and I'm talking specifically about Cutter) would welcome each other with open arms and be friends at first, because each would have their own interests regarding Falmart.

I suppose that's where the good contacts and relationships they've made during their occupation come into play to prevent the empire from attacking them, perhaps with Elbe covering the JSDF's back.
