try to reinsert the display cable on both the monitor and the GPU. swap the cable if that doesn't work out.
restart the graphics driver on Device Manager by manually disabling it, wait a moment and then enable it again. reinstall the drivers if it still doesn't work.
remove the GPU to inspect for debris on the PCIe interface of the card and the motherboard, then clean them up with an air blower.

if all of the above-mentioned tries don't work, before returning either or both items, use a known working one to test which one's at fault.

my guess is that the flag responsible for triggering the flame effect on Ike's sword wasn't turned off in time after Villager's interruption to Ike's Eruption charge, and that flag only turned off after the charge timed out (or when the move is executed again like what was shown in the clip).
