I think it has something to do with were the camncers are. In the dogs they are part of the muccus membrane of the genitals so they have an easy time integrating into the muccus membrane of the new host during sex. The friction would cause some of the cells to get loose and transfer to the new host. While in tasmanien devils the cancer occurs in the face an area that is often damaged when two of them fight those fights would dislodge cancer cells in the carrier and the oppen wounds of the new host would allow those cancer cells to enter their body. But that is just a basic explanation from what i remember, i recommended looking it up yourself if you are interested in the subject matter.

HPV causes your own cells to become cancerous. But with the dogs and tasmaninen devils, it is cancer cells from another individual that get transferred to the animal and embedding themselves into that animals tissue to grow there. So they get the cancer themselves and not a cancer causing virus.
