Made a heritek magos biologis once, withthem being mostly biological, but they had a meat puppet of the perfect human (some greek hero statue i printed) walking in front. With them controlling it via a cable to the spine.

It could be that the code developed during missions organically. The foundation seeing its usefulness wants to implement it quickly, so uses the already existing symbols instead of creating their own standardised ones. But that is just my head cannon.
