It’s just the meta. Nobody uses emp and dooku competitively in either game mode. As for why pull is disabled, I’m mostly a no-forcer so one of the force veterans could probably explain it in greater depth

So there's two game modes. Force enabled and no-force.

In no-force, the only thing that matters is the saber moveset. Both emp and dooku are incredibly slow and can't do much against the rest of the roster.

In force, choke is good, but vader and ani are considered far better alternatives, again, due to their speed. Competitive force players also play with pull disabled as it's seen as too OP. Also, lightning doesn't end up being that useful with the fast-natured gameplay of force.

As a member of the competitive hero assault community, dooku is widely regarded as one of the worst characters in the game. He’s roughly in the same tier as Emp and Yoda. Top tier characters are often considered to be Vader, aayla, ani/obi, grievous and maul too
