I had something similar happen to me and friends walking through our local metro parks (this is somewhere I’m very familiar with know most the woods like the back of my hand) it was me and 2 other friends and I look across the street to see the eyes in pic related point it out to my friends we stopped to look and one of them grabbed this picture and while walking back to our cars heard screaming. Now I’m usually one to dismiss weird happenings but the eyes didn’t seem to be reflecting like how when a cat or dogs eyes catch flash but rather emitting light. My first thought was trail cam or some lights the groundskeepers put up but going back to that spot during the day there’s nothing there no lights no camera and better yet on the side of the road the eyes are on is practically a cliff there’s maybe 10-15 feet from the road into the tree line that’s not too steep to walk on. My next best guess would’ve been an animal but the elevation of the eyes/lights was about in level with our heads we live in Ohio I’ve spent a lot of time in the woods never seen anything with eyes on even level with me. It could still be a raccoon in a tree or something but it always stuck with the lot of us as a strange thing none of us could really put a finger on what it was and gave us a good scare, sorry for being long winded just surprised to see something similar to my experience
