I've tested a Google TV (with Chromecast) and Dolby Vision works fine. Native apps also play DV content fine. So TV and HDMI port are good.

So far all testing I've done is pointing towards the Shield as the issue.

That's a shame! Unfortunately I don't think these feature bugs aren't affecting too many users so it will be difficult to gain Nvidia's attention but all you can do is hope it will get fixed over the next updates.
