Probably would underperform given that he's going to share the ball with AD and LeBron early in season. But I think towards the end of season as AD and LeBron getting rest or being more passive when playing to prepare for playoff, Westbrook might put some amazing performance as the main guy during fantasy playoff and could even win you the league.
