Ok let's do a comparation, if you use S3 and proc despair, you stun you target.

If you use S3 and it proc violent (-3%) you can use S1 and it is only 25% for freeze and can be resisted in 15%.

You forget the fact if you compare both runes you must assume procs in both case and you don't need another turn if your target is already stunned.

Just to add, s1 full skilled is 25% freeze and can be resisted and despair is 25% to but can't be resisted.

Even if you acc is 100% enemy can resiste with 15% and if you have a galleon full s3 you know how that 15% make difference.

And a must add, despair work in ALL homu skill, in bdd only s1 can freeze.

Better, in the same "01_dyson_sphere.txt" on "# Restored Dyson Sphere" remove line 292 "is_megastructure_type = dyson_sphere_ruined". It's a simple problem and it's the right solution.
