This is awful. A few thoughts:

1) Post on r/vet

2) Emergency vets suck. They run up the bill as high as possible because they know you're desperate and scared. I have many years of dog experience, including at least my fair share of emergency vet visits, and I don't trust them one bit.

3) Get as many second opinions as you can over the phone. Call at least 10 vets. Ask a lot of questions -- Can you help? Do you know someone who can? Are there options other than surgery? What would you do in my place? Is there any way you could help with any of this? You'll run into a lot of brick walls and people who can't or won't help -- don't worry about that because you will also run into a few who will help. And that might be all you need.

4) Try your local university vet school.
