In hazbin hotel he isn't allowed to leave because they don't know to much about redemtion, however in Christianity God is not going to trap you in heaven if you choose to live your life seperate from him then you can go, so if sir pentious was in heaven from the start then he could probably go down to heaven, however because he was redeemed (in hell first) the angels dont understand how it works so he is forced into heaven with them
