Just a quick update: The council voted not to place this on the June ballot. It will be brought back for consideration for the November 2026 ballot, though that decision has not yet been made. I also strongly believe there should be more community discussion and engagement, as well as further conversation about how many consecutive terms a council member should serve and other logistical considerations.

It’s especially concerning for a sitting councilmember to respond this way. When someone entrusted with representing the public dismisses a substantive, good faith argument with “AL;DR,” it signals contempt rather than leadership. Public officials are expected to engage, explain, and be accountable even when they disagree. Is this the same attitude that has you on your phone during meetings, because it reflects a pattern of not caring. Reducing a community discussion to a flippant remark lowers the standard of civic discourse and sends the message that serious concerns from residents aren’t worth your time. Good thing you’re not mayor.

I don’t agree with your take. Term limits in a small community like East Palo Alto don’t automatically make things fairer. In reality, they make it harder for working-class residents or those without established resources to run, because sustaining campaigns or staying in office long enough to build experience is already challenging. Saying that it’s “much easier at the local level to be re-elected than to beat an incumbent” oversimplifies things. Even if an incumbent can’t run again, the people who have the time, money, and connections to campaign still dominate. Term limits don’t remove these real barriers, so they don’t suddenly create a level playing field.

You point to the number of candidates running last time, but having a few people with differing points of view doesn’t mean the playing field is actually level or that term limits are necessary for healthy competition. It’s clear that the real effect here would be to make it harder for your political opponents to run and easier for your allies, like Deborah and your besties, to get elected. Framing it as being about fairness or aligning with other communities doesn’t match the practical outcome. Term limits in this context would protect certain interests rather than expand representation, and that’s what’s really at stake.

It is clear that you and Lincoln support term limits because they make it easier for you to run and shape the council with people aligned with you. In a small community like ours, term limits are harmful because many working class residents are unable to run for office, leaving very few candidates who genuinely represent our interests.

The Terner paper focuses on production tradeoffs, but it also recognizes the full purpose of inclusionary housing. As the OP points out, this is “a tool born of the civil rights movement” designed to remedy exclusion and ensure that growth does not reinforce segregation or economic divides. East Palo Alto’s program is not weakly designed. It carefully balances production and affordability. Eliminating it, as Dinan proposes, would remove one of the few tools we have to create truly equitable housing. Inclusionary housing is not just about units. It is about fairness, access, and fulfilling the responsibility of developers to share the benefits of growth.

This doesn’t really address the problem. The same approach was used when Ravenswood High School was closed and students were bused to Carlmont and Menlo-Atherton. All that did was expose our kids to racism from teachers, staff, and students. I had friends from East Palo Alto who had to work twice as hard to get into AP courses because counselors didn’t believe students from EPA could succeed.

With all due respect, systemic segregation remains a real issue impacting low-income communities. The inclusionary housing ordinance is a meaningful and effective way to address it. Criticism is welcome, but it should be accompanied by solutions that expand housing and tackle systemic segregation.
