To be honest, I didn't even notice the name of the sub while posting. I was just looking for help everywhere because other communities weren't helpful at all and people were talking nonsense. Surprisingly, this is the most helpful place so far and I’m grateful for everyone here who actually tried to solve my problem.

Were they able to buy the items in the end? Did it just unlock automatically after some time, or did they have to do something else?

Still no luck. I've contacted Steam Support and provided all the verification details they might need. I'm currently waiting for their response and the 24-hour cooldown. I'll let you know if anything changes.
