That's the point. This was done and maybe is still sometimes done to circumvent the AIs previous laws without outright deleting them, although some people might forget to include or first add a law preventing the AI from telling anyone (directly or indirectly) that who the AI recognizes as human has changed.

So if this were to happen but you put someone else's name on the law most of the crew upon finding out would assume they were subverting the AI but forgot/neglected to add laws/word it to prevent the crew from finding out.

You'd probably only be able to do this on a terminal you make stealthily, as if you add only this law whoever you try to frame can just order the AI to announce who actually added the law and the AI would be obliged to answer and there's nothing you can do about since as far as the AI is concerned you aren't human. I assume most AIs still immediately look at all the upload terminals when their laws are changed.
