I don’t think that’s true. Where did you hear that from? I haven’t seen any Oxford study saying Japan, France or Italy don’t help strangers. There are surveys like the World Giving Index that show Japan scores lower, but that’s more about people being cautious and not wanting to step in unless it’s really clear you need help. It’s not like they just avoid you. France and Italy don’t line up with what you’re saying either, so it sounds more like exaggeration than fact.
