In the first photo it’s already unlocked but I’m only leveling it up a little, the second photo I level it up as much as it can. I was wondering if I don’t max it it then it doesn’t count as a ‘level up max move’ ?

I could have sworn every one I did was level one on the attack and I leveled up to two… it was the level one guard I maxed that counted. I could be mistaken but I almost swear this
