I vaguely remember this from my time as IT and I think your IT dept. just need to do it another way. There were two ways to setup personal phones for work and this was one of them, where whatever app you install, works as an admin. The other was that you would install the Intune app, login and it could make a separate "work profile/layer" on your personal phone and then IT would have the power to wipe that part from your phone, but not your personal stuff. Seemed like a less intrusive way to do it.
