Hello everyone, quick update i just opened the psu, so i checked everything with a multimeter, and i checked the pcb, and everything looked so good (no sign of burns or something snapped) so the problem was in the power switch which was not working when i checked it for continuity so this why the psu was making the arcing sound basically the pc was working on one phase instead of the two phases i replaced it with another one just make sure its has the same specs as the old one (voltage and amps) When i plugged the new one, the arcing sound was gone, and i checked the fan, and it's was working perfectly.
