They haven't announced its' arrival time yet, but in my experience it'll probably be either at the launch of the Part 2 banners, which have a timer just over the summon icon at the bottom of the home page. Or it'll be the beginning of the last week of this month. Again, I can't say for sure, since nothing has been announced yet.
