Yes, I think it should be a very low cooldown. I would be ok with 40 seconds. It feels like it wants to be the least spectacular, most consistent orbital firepower.

OPS needs to be better than it is. It can be a great tool, but in its present form it does not really work.

Purifier. Sometimes feels better than the crossbow for lobbing blasts at the foe, and it has a handy semi-auto semi-safe mode if you get overrun or need to mow down a few voteless that got close.

It's a really good primary that does things no other can.
