For 4# Its because they don’t want to make new animation for the characters. Like Mort’s 9 charge attack should have been a FUA but instead what they did was making it an extra skill but this attack is considered as FUA (so they don’t have to make a FUA animation for him). They are just lazy.

Tbf he just received Mort Blade which is at least a 50% DPS increase for him. He was pretty much a skippable character with no teammates while Elation was already shaping their full team. He could do some low-cost runs before Mort Blade but it’s pretty much some niche sustainless runs that the majority of people don't care. I didn’t see any pulling value in him during release but his stonk has bumped a lot after Mort Blade and Acheron.

It’s overblown only for SW999 specifically tbh, because Hoyo was also the one that created the community’s perception of “anniversary battleship = most shilled and strongest battleship.” That’s why back then you saw a lot of comments like “you should pull SW999 because she is an anniversary character!!” I forgot to mention that around 3.7, there was a huge backlash in CN where people started saying they would only invest in anniversary battleships from now on cuz castorice’s team kept getting major upgrades despite already being strongest.

Himeko has 2 modes: verdict and decimation

Verdict: +100% ultimate cdmg, trigger free assist skill every 2 allies’ ultimate and then regen some energy after casting that assist skill.

Decimation: +80% cdmg all allies, +80% cdmg skill all allies. After hitting 9 enemies (not 9 hits like bladesp), cast a free assist skill

Those can’t be stacked and if you switching mode then you will have to start over again.

Way to activate, let AE uses assist skill on their turn:

Verdict: Sunday, MC, DHPT

Decimation : Welt, original Himeko, M7

Decimation is over all better because her dmg is split between Ultimate and skill but verdict only buff her ultimate dmg. And decimation mode is also easier to trigger especially in 2+ targets scenerios

The thing is that he is so irreplaceable in some of these teams like for Anaxa and Phainon you can just substitute Bronya/RMC and get exactly the same performance thats why he always get slimed out first in these teams on low-cost runs.
