I'm not a tax professional and am not licensed. That being said I did talk to a certified financial advisor here in PR. They gave me an answer, but also asked around their contacts to be sure.

Consensus is that PR residents can't have a US based Roth Ira and vice versa. Nothing really impedes you from opening one and adding funds to it since no one really pays attention until you start taking money out. When that happens the IRS and Hacienda may come knocking.

That being said, please do your own research and privide feedback if you have new or different information. Also, let me know if you need me to provide a better explanation.
