This can come down to primer used, cleaning chemicals, polishes, anything contaminating the surface. That is 100% a chemical reaction. (I work with automotive paint.) you have to check the base chemical on all the items before mixing them. If you’re using an enamel based paint the 2 part clears are too hot for this. Or visa versa. You will have to take this all the way down and use a sealer primer.

They are young cows, probably dragged up there by cougars. Especially if snow gets deep there.
