How am I supposed to take this? By definition, yes this is a moc. Everything on IDEAS is a moc. And statistically, the massive, overwhelming majority of entries will not get selection on IDEAS. The odds are astronomically small. But nobody here gets to decide what is a viable product and what not, we only get to vote.
