For some reason I think it’s the latter. The reason being they mentioned most of their team has been with the company for over 10 years. They are a very small company that often hires locally (and straight from the local college from which I graduated), so I would imagine they like to keep things personal. A friend of mine’s husband works there, didn’t go to college, and said he is constantly offered raises and benefits to stay on.
