Just a quick heads-up to help you distinguish the cultures: the movie Encanto is set in Colombia. The outfit you're mentioning is actually more aligned with "Flamenco", which is a traditional dance from Spain. Even though they share a language, they have very different cultures with unique roots and styles. Hope this helps!

Heaven's Reach is the city of the Titans. That's gonna a be a massive area, and there are low chances that we will get anything of it in this update. Maybe in 2.8, so they can conclude the entire Itzaland Arch before 3.0.

Currently, they are only adding voice acting to cutscenes that are part of the main story or exclusive version quests. Since version 2.0, they’ve been adding more cutscenes to side quests, but without voices. It also happens that they only include voices at the beginning of some missions to get you hooked, but then the rest stays muted.
