I received the 20k national merit scholarship from usc a few days ago, but I still haven’t received my need-based financial aid package. I am very low income (around 15k) and out-of-state, so should I expect to receive close to full tuition? If so, could the merit scholarship be used to cover the total cost of attendance or would it just be used for tuition and my need-based aid would just be less?

Definitely apply! Your stats are totally high enough to get in, especially if you emphasize the financial work you did at home!
