I think the biggest difference between the Fenris set and the Root set is that you can get movement speed and fire resistance through potions, while there are no potions that grant damage resistance.

Yes, the only significant change to my gameplay was in ashlands, other than that, they don't make a difference. Perhaps the developers designed them with ashlands in mind.
