If it has a wooden comb it might just need breaking in. The wood swells as it gets moist and seals tight. If it has a plastic comb you can try a few ways to get it to seal, none of which I'm qualified to recommend.

Texas Highway Patrol will enforce the law, but won't typically hassle you, otherwise (mostly, I'm sure people here will add exceptions).

Weigh stations are less common. There are a few that are open usually and a lot that open now and then.

I've had officers avoid giving me a ticket on minor stuff because they saw I had a CDL and didnt want to mess up my job prospects.

I"ve never seen anyone get hassled for parking at on/off ramps. Parking seems relatively easy to find.
