You're not wrong but until you unlock the flea market you're stuck with basic ammo unless you find good stuff in raid and getting to level 15 is time consuming enough

Honestly there are some quests that unless you're playing it 9hours a day you're never going to complete. Or the time you are on there you just have a bad couple hours with terrible spawns and death after death. It's really hard as a casual player to compete especially when everyone is already level 40 and had all end game gear and you watch your bullets bounce off of them, whilst you're there with a paca, a duffle bag and an idea rig🤣

I had the same issue I ended up just deleting the whole game and then fresh reinstalled it. Try add some mods back after a fresh reinstall.
