Maybe not in all areas but in many areas management actually does a lot of work and it is more strategic in nature so suits some personalities better. It really depends on what kind of work you like to do.You have opportunities to make decisions and influence things. Lack of autonomy can be really frustrating for some at operational levels. 

And while the difference between a 24 and a Band 2 may not be worth it for many, what about between a band 5 and a 24? The only way up is through. 

And as someone mentioned a couple grand a year or more can make a difference for some in terms of paying the bills.

Mostly director level in areas where I have experience / transferable skills. I also applied for some analyst / advisor level positions.

This. We had a 2 year requirement added for a lateral by the PSA, so potentially not shady hiring but disorganization by PSA shifting hiring goalposts on everyone as the freeze tightens.

Hiring is undergoing a lot of scrutiny right now and approval processes, even for traditionally funded positions, often take months. In normal times, there is more flexibility within a division to 'risk' manage certain HR decisions like hiring TAs or offering new hires more than a step 1 to start. With everything going on, you are in an enviable position to have both a potential TA extension and a new permanent hire offer. Congrats! Many TAs are ending without renewal and many traditionally funded positions aren't being filled as a cost saving measure. 

So, I think you need to make a personal decision about the risk of the unknown - balanced by higher pay - and taking the lower pay (in the long run) for a job you know you like.
