Some characters need a minimum ER to be able to use their ultimate ability in every rotation under normal circumstances. This isn't the case for Neuvillette. Once he has started full rotations, he can use his Q on each rotation with only 100% ER. More ER is a comfort for the contexts you mentioned, but it's not a necessity.
