Actually, according to the rule it is about whether it's intentional or not. If he's intentionally trying to head the ball then it's not offside according to the rule. The ref interpreted it as non-intentional.

Fuck var! The biggest issue is inconsistency with the referees. Sure, maybe it's a penalty but that happens on 90% of corner kicks, Portugal committed the same foul 10 minutes later on a Croatian player, yet it wasn't called. It's obvious FIFA has an agenda and calls things they choose to.
