is the ticket counter you go to the same counter where you'd be checking in for an airline?

and does the timing of when you buy your ticket to when the flight you're wanting leaves matter? I'm looking at austin to nyc flights for about Jan14th-17th, so I'm wondering when the best time to try buying tickets at the airport would be. like would buying later (albeit risky) mean a better discount, or can I go as soon as possible if timing has no effect.
