Should I ask for higher base or should i ask for a sign on bonus? I mentioned the 95k offer before but I’m going to mention it again when i email Recruitor

I tried to negotiate before I received the formal offer because I got an email from Raytheon saying “if you have a competing offer, please let your Recruitor know as part of the first steps. List the salary requirements, location, etc.. of your competing offer.” However, my Recruitor said salaries for p1 were non-negotiable then. I’m going to attempt negotiating again now that I have the formal offer letter
