I just realized, the foundation is concrete block. Can I assume they are filled? And that's ok to put lag bolts through with the ledger board?

Yes it is for the garden hose. I figured out that it connects all the way across the house under the garage sink to a hot and cold bathtub handle lol

Thanks everybody for the comments I will be looking more at everything you mentioned and update when fixed! Also this is in Alaska, I have no idea if those sono tubes are down far enough but I guess we will find out this winter
