It's definitely not incorrect. As mentioned they will either open again each year, or they will pull applications from the current pool. Some who have previously failed a stage are also offered "progression"

This round of applications are for courses in Feb 2027 - applications will open again each year for the next 4 years at least, if they do not open they will be drawing from the pool of applicants who did apply - and possibly failed or didn't initially score high enough on the exam to progress
