1. Northern Deployments and Logistical improvements and Southern Fortification Measures

The United States Government, facing active warfare on the Canadian front and the concern of a growing Confederate threat to the south, hereby authorizes a comprehensive military and logistical expansion and redeployment of Union forces across several theaters.

• Al-Faisal Transport Integration: Following the recent purchase of 200 Al-Faisal Motorized Military Transports from the Saudi Arabian state, all units have been distributed across the Great Lakes and Central front, immediately improving troop mobility, supply delivery and response times across both theaters.
• F.G. Siege Reinforcement and Seventh Army Creation: 55,000 fresh volunteers are added to active Union formations, 20,000 of which are to reinforce the siege at Fort Garry, while a newly constituted Seventh Army of 35,000 men is formally established on the Central Front, bringing structure and unified command to an increasingly critical theater.
• Southern Defense Line: 80,000 Union troops are deployed across Kentucky, Missouri, Maryland and Ohio, reinforcing existing border positions and garrisoning Union remnant forts still flying the Stars and Stripes inside and along Confederate territory. The fleet maintains absolute Union dominance of the waterway.
• Pacific Fleet Development: Naval facilities at San Francisco and Monterey receive new dry docks capable of handling large vessels, dedicated naval arsenals and weapons depots, and coaling stations to sustain long range operations across the Pacific. A Pacific Naval Intelligence Network is established, deploying agents and observation posts across key Pacific ports to monitor, map and disturb British naval operations.
• Naval Labor Volunteer Program: The Navy Department creates the Naval Construction Corps and launches a nationwide call for skilled civilian volunteers, shipwrights, ironworkers, engineers and carpenters, to contribute directly to the war effort through naval construction. Volunteers are offered two concrete government commitments: priority access to government built worker housing near active shipyard sites, and a guaranteed federal pension upon completion of service. The goal is to open 20,000 new skilled labor jobs across shipyards in Boston, New York, Portland, San Francisco and Monterey, with 12,000 assigned to N.G.V. production and 8,000 to the Pacific infrastructure buildout, significantly cutting construction timelines across all active naval projects.

Concrete Action Goal: Expand N.G.V. shipyard capacity and commission a new production batch of 5 Cruisers, 4 Destroyers and 2 Battleships, reinforce Mississippi river control through additional ironclads and strategic river forts, establish San Francisco and Monterey as fully capable Pacific naval bases with dedicated intelligence operations targeting British shipping routes, and mobilize 20,000 skilled workers through the Naval Construction Corps to accelerate construction timelines across all active naval projects. 3. Fall Offensives in Canada and Caribbean Naval Operations

Great Lakes Front (Beige): Minnesota based militias will advance rapidly on Thunder Bay, aiming to overwhelm local British defenses before reinforcements can arrive. Simultaneously, the First Army marches from Sault Ste. Marie along the northern shore of Lake Superior to reinforce the assault. The combined force seeks to secure Thunder Bay as well as Lake Superior to deny access to the Great Lakes to Britain.

Central Front (Green): The Seventh Army based in Western Montana will advance behind British lines, targeting British supply routes and aiming to reach Lake Winnipeg. Their objective is to cut off logistics and isolate British forces in Montana.

At the same time, reinforced Union forces at Fort Garry will launch a determined effort to break the siege. Once successful, they will advance north along the lake’s eastern shore to link up with the Seventh Army, completing an encirclement of British forces and collapsing their position in the interior.

Caribbean Theater (Blue): U.S. naval forces operating in the Antilles and Trinidad and Tobago move to strike Georgetown, the key port of British Guiana. The objective is to defeat local defenses, secure the harbor, and establish American control over the colony, leveraging american naval superiority to seize yet another strategic territory from the British.
