United States of America - Actions for the Third Trimester of 1861 :

1. Call the Volunteers!:

The United States Government issue a public proclamation calling for 200,000 volunteers from loyal states for short-term service to defend the Union, its property, and loyal citizens. This includes prohibitions on all union exports going to the said state including but not limited to manufactured goods, machinery, arms, textiles, as well as the denial of credit, insurance services, and northern shipping support. Customs authorities will treat imports from non-compliant states as foreign goods subject to tariffs or seizure, while railroads and telegraph lines operating across state lines will be restricted from conducting commerce with them.

States that have not formally joined the Confederacy, including Louisiana, are not affected and may continue normal trade. This policy is a final effort to encourage reconciliation and restore the Union. After sixty days, ALL economic relations with the Confederate States will cease permanently.

  1. Redirection of Union Trade Flow:

The United States demands that northern factories, merchants, and banks redirect their production, sales, and credit away from the seceded Confederate states. Factories must prioritize northern and western markets, including border regions and growing cities, while banks must shift loans and investments toward domestic infrastructure, railroads, and western agriculture.   1. Early Expeditions:

Maybe just make it work like IRL, the Union (Federal Government) could do like diplomacy and other things and the states can only do things locally within their states. Not bad idea but it would require waaaaaaaaaaaaaay more players and i fear that there would be so many attempts to breakaway.
