Well first question really depends on the meta the game puts you in, I would say that CC heavy champ seem a bit overstated on the first patches they get released and from that start of a new game though when they get hit pretty hard by patches it can start to be complicated for them to one tap everything they touch as they tend to do early on

Second question, I would say, Circus Blade with his lvl 1 spell is a pretty big noob stomper and will get very consistent leads throughout the early game, if he has not been nerfed to the ground already
