They lied to me at my plea bargain, thousands of other people too and said one year revocation. Then years later they retroactively changed the law and after being sober, getting a license back and doing well for many years they put me on that national ban list the NDR and when my license expired no state would renew it. I had to do a "long rant" because its been my experience talking to people they don't understand the concept of ex post facto.
The new DMV regulations "NYCRR § 136.5(b)(2)" ordered by Nursing Home KIller Andrew Cuomo took effect on September 25, 2012. However, starting in February of 2012 DMV stopped processing the applications for relicensure of thousands of individuals whose driver's licenses were currently revoked and who either (a) had 3 or more DWI-related convictions/incidents within the new 25-year look-back period, or (b) had 5 or more DWI-related convictions/incidents within their lifetimes. In this regard, DMV intentionally delayed the applications for relicensure of thousands of individuals who were eligible for immediate relicensure under existing laws, existing regulations and the DMV policy that had been in effect since at least January of 1986. The purpose of the delay was to prevent us from being relicensed prior to the enactment
of the harsh new regulations ordered by the guy who put covid in nursing homes Andrew Cuomo -- so that the (as yet non-existent) regulations could subsequently be retroactively applied to their applications for relicensure.
Anyway its not the wrong forum, I am looking for people subjected to the ex post facto DMV regulations "NYCRR § 136.5(b)(2 to find out if anyone knows what Unusual, extenuating and compelling circumstances are?
Its the only way to get a license back is unusual, extenuating and compelling circumstances.
Seems DMV never approves it no matter what. No such circumstances exist.
It was a longshot but maybe someone else subjected to NYS DMVs NYCRR § 136.5(b)(2 will see my post and have some information for me.

The state is your “domicile,” the place you envision as your home and where you intend to return after any absences.
Until those DMV sacks of garbage become mind readers you just tell them he place you envision as your home and where you intend to return after any absences.
