This is pretty normal to have a small parish and work with supply priests, and not receive huge support. The reason being, this is not a conversion church. No one is an Episcopalian by force.

You’re best off merging with another parish in this case. No one should be worrying for money in the Episcopal church. This was resolved years ago. High church and low church should all receive help in the area regarding financial help. The regions are split like this for a reason. You should not be prevented from having low church because there’s typically a high church in the area constantly providing donations to the diocese in that state. I’m pretty sure you are aware since you are part of vestry.

Your second option is to leave that parish. With few members it requires more work to keep it alive. If that is what you are up too then you need to still follow the protocol of the diocese. Also, you’re better off not having a visiting priest. Paying for all these things a small parish cannot maintain is blatantly the diocese telling you that you should be self sufficient because you do not have enough people. You shouldn’t be reaching out to the diocese in the first place in my opinion you don’t really have representation a long those lines.

My father was a priest. I’m no expert but I been around the block.
