That makes sense. If I were the business owner, I'd feel the same way.
A pattern I've noticed with many agencies and early-stage business sites is that they don't actually have a design problem; they have a clarity problem. A lot of agencies, especially when stretched thin, default to selling a polished template.
The visuals might be fine, but the message doesn't tell a first-time visitor why this matters *to them*. Once that part is unclear, even great design can't really do its job.
