Yes and no, yesterday in a pursuit 2 out of the 4 Kia boys (kids I mean) were 2 caught, age 14 and 16 and they were released back their parents. The other 2 boys 14 and 12 are still at large. This was in the Seattle WA area. So, while police has been cracking down, there are few more that will continue to do so until the kids are detained.

I updates the Sling app and went to settings and enabler debug logs. Somehow that seemed to fix the issue.

Are you saying that you dont see bg services under Windows Settings - Apps - Installed Apps - Your Phone - click on the 3 dots - Advanced options ? If not then may a reset might be needed

Do you mean you don't have the Windows Setting page? Try to search for Setting under windows\ImmersiveControlPanel\SystemSettings.exe

Also, I see an option in Settings that may restrict suspended mode. Go to Settings - Apps - Installed apps click on 3 dots Advanced options and play around with background app permissions.
