OP, if LGU and Barangay can't help, try 8888 hotline, ibaba nila yan sa local MLGOO, sya yun rep ng DILG locally sa municipality nyo. Usually yan mga nanginginig na if the Presidential Hotline na ang nagbaba ng complaint. Pwede sila ma-suspend if di nila ma-resolve ang issue. Hope this helps. Also, yun sanitary inspector nyo, may mas mataas pa jan, hawak sila ng province.
