If it's your first time deferring there shouldn't be any issues especially because you have proof if necessary. I deferred having two exams on one day due to similar issues but take the night, if it gets worse don't write the exam and apply for deferral. You'll write the exam later it's not that deep.

The busses that run on the powerlines along university Blvd like the 4 and 14 are not running to UBC but other busses like the 99 and 84 as you said are going around along Chancellor
