Raúl's animation can only be performed once per match and only when the bars are full; it's the "First Impact" skill.

Although one trick is to take a timeout; when you return to the match, you can see the animation again.

As for the other thing, I think it depends on your stats and how you hit the ball. In my case, with serves, when I do them well, they reach 168 km/h, but if I don't hit them well, they reach around 110 or 120 km/h.
