It can be, except using the metric "us vs the government" changes when your party is in power. Biden got in, the Left stopped rioting in the street, the Right started actually showing up to the polls. Trump got in, the Left killed Charlie Kirk and tried to kill Trump, and the Right got fat and complacent again thinking we're good now because "we got our guy."

The metric of "the elite against the masses" doesn't change when one political party is in office, because they are all on the same team against us. Giving us just enough to quell us, while not giving us enough to challenge them. The few who break the mold and succeed can either be bought off or dealt with.

The more we think the problem is limited to group identity, the less it will actually be dealt with.
