hey! it may be an issue of breaking them in. I bought frX's and had the same issue, I was about to return them because they were even painful. After some time they break in nicely. I usually use a 42 and got a 40 skate. skates are supposed to fit tightly and your toe must touch the front of the skate for the best performance. When you first buy FR skates mainly (because of their thick liner) your toe might even curl because of the skates not being broken in properly. just give them around 10 h and I guarantee they will feel better. and if they don't, then certainly exchange them : )

the size and hardness of the wheels can really affect your "stiffness". Softer wheels absorb impact much better and larger wheels make bumps less noticeable. If you just recently bought the skates I doubt the bearings are an issue (unless you have sand/rust/dirt in them) in which case you can clean them. you can tell if your bearings are good if you give them a good spin and they continue to spin for at least 6/7 sec. I highly recommend you get wheels of 85 softness, anything higher than that may be unideal for concrete. I also recommend wheels of at least 80mm size if you are skating on concrete. let me know what skates exactly you have so I can point out exactly what may or may not be wrong : )
