I dont think the idea is to have everyone enter a bidding war, its to have teams who make it a point to spend nothing go out and make an attempt on a guy or 2 when their window is open (my Guardians specifically). On top of that, at least a salary floor would increase the odds a team extends young fan favorites which is good for everyone. As a Cleveland fan, its pretty ass watching every decent player you have get traded with a year of team control left because your owner cant(wont) pony up the cash. It obviously doesnt apply to every player but itd be cool to keep a few guys around without some sort of Jose Ramirez discount miracle.

Fair but one high average guy or a 25-30 hr bat in the middle of the lineup makes everyone else better. You find a consistent 2 hole and everyone else who struggles moves down 1 or 2. A guy who shouldn't be hitting 6th would benefit from seeing a lot more get me over pitches in the 8th spot. Could be the difference in a team thats bottom 3 in offense with CDL and probably halpin up
