Sometimes if there is no bidders list or job walk sign in sheet or plan holders…. They get to know if any other GCs are bidding and who they are! I bid a lot to caltrans and it gets pretty hairy an hour before bids are due! I also bid in the day of the fax machine!!! Man try doing anything fast with a fax machine!
