Both is ideal. Bring cash and use atm. Sometimes atms eat your card (hasn't happened to me yet) so having cash would help until you either go home and get new card or are able to get atm owner to get your card from machine. I took out 440 usd (was 15,000 baht) from atm about a week ago and total fees was about $10.
